Big changes in Philippine Aviation Education!

Senate Bill No. 2969 proposes to declare PhilSCA as the National Professional Institution for Aviation to be known as the National Aviation Academy of the Philippines (NAAP) – the country’s premier aviation training institution.

This bill repeals and replaces the following key laws:

  • Republic Act No. 7605 – Converted Philippine Air Force College (PAFCA) to a state college known as Philippine State College of Aeronautics (PhilSCA) (03 June 1992, 33 years ago).
  • Presidential Decree No. 1078 – Established the PAFCA (26 January 1977, 15 years to PhilSCA/ 48 years to NAAP)

To Strengthen PhilSCA into becoming the best specialized aviation academy!

Section 23.1 of CHED Memorandum Order No. 46, Series of 2012 define Professional Institutions contribute to nation building by providing educational experiences to develop technical knowledge and skills at the graduate and undergraduate levels, which lead to professional practice e.g. Engineering, Medicine, Law, IT, Management, Teacher Education, Maritime Education. Xxx Given the nature of the Philippine economy and the competencies that are needed to make it more competitive, as well as the current trends in the labor market. Xxx In order to attain its mandate of developing technical knowledge and skills that lead to professional practice, Professional Institutions should have xxx Degree programs in professional fields that develop graduates with specialized skills; xxx

  • House Bill No. 7323 (Introduced by Representative Ron P. Salo – as the Principal Author during the First Regular Session, 19th Congress, 29 February 2023).
  • A Proposal to Reclassify the Philippine State College of Aeronautics as a Professional Aviation Education Institution signed by the Academic and Non-Academic Officials of the Philippine State College of Aeronautics in full support of the foregoing endeavor signed on 01 March 2023 during the culmination of the Crafting of the PhilSCA Strategic Plan 2023-2028 at Bayleaf Hotel, General Trias, Cavite, Philippines.
  • PhilSCA Board of Trustees Resolution No. 485, Series of 2023 dated 19 May 2023 strongly endorsing to the House Committee on Higher and Technical Education House Bill No. 7323, An Act Declaring the Philippine State College of Aeronautics as the National Professional Institution for Aviation, To be Known as the National Aviation Academy of the Philippines, and Appropriating Funds Thereof.
  • House Bill No. 10403 (Reps Salo, Go (M), Dalipe, Chatto, Suansing (M.A), Khonghun, et. al) approved on 7 August 2024.

After the President’s approval and signature, the law takes effect:

  • 15 days after publication in the Official Gazette or a major newspaper.
